I observe from the evidence given before tho Committee that the inmates of brothels are in one way or another, although vary slowly, beginning to take ad- vantage of medical treatment; but the great difficulty appears to be that the brothel keopers in many canea prevent the women fron going to hospital, and compel then to practise prostitution while suffering from disense. I am therefore of opinion that it is desir. able to amend "the Women and irls' Protection Ordinamot 3896k by making such conduct on the part of brothel

keepers an offence.

This might be done by inserting after sec tion 6 of the Ordinance the following new clause:-

(68) "If the keeper of a brothel peruits any forına suffering from any contagious disease to be or pärinän in much bràthel for the purpose of prostitutiof, auch
